Jobs Act: the reform of social safety nets

Much has been said on the expected and actual results of the measures contained in the Jobs Act as regards the flexibility in entering and exiting the labour market. Far less attention has been paid to the novelties concerning the social safety nets, which overlaps with the changes introduced by the Fornero reform.
A simulation carried out on the basis of the regulatory announcements of new employees in Tuscany shows there is no significant increase in the potential number of beneficiaries, but only in the overall amount accumulated as a consequence of the longer period of benefit. At any rate, the distributive effect of this measure are not negligible: the changes introduced operate to the advantage of the young, whereas they penalize who works on and off, for instance in seasonable jobs.
