Relevant information
The drawing up of contracts for carrying out work and acquiring supplies and services necessary for the functioning of IRPET and the execution of its responsibilities as established by the statutory law is governed by regional law no. 38 of 13 July 2007 and the relevant implementing regulation, in full respect of legislative decree no. 163 of 12 April 2006, and by the accounting and administrative regulations of IRPET (clause 4). In particular, for supplies and services the estimated value of which does not exceed € 150.000,00 and for works the cost of which does not exceed € 100.000,00 contracting at a fiduciary piece rate is permitted for internal expenses in the cases and the manner established by clause 59 of regional law no. 38 / 2007 and by IRPET's rules for in-house procurement of labour, supplies and services. Moreover, the Institute may also make use of data transmission procedures (electronic auction and on-line commerce) and may adhere to agreements and contracts drawn up by the Tuscan Region and the Ministry of Economy and Finance via Consip S.pa. The contractual business of IRPET is based on an annual programme of contracts approved by the Administrative Council of the Institute, concerning works, supplies and services the estimated value of which is equal to or exceeds € 20.000,00. In addition, the Institute announces the categories of products for which it will seek to procure work, supplies or services during the year for an estimated value of less than € 20.000,00.

List of commercial suppliers
The agents to be contacted to assign fiduciary piece rate work, services and supplies are selected via market research, in other words from open lists of commercial suppliers. The system used to compile and manage the list of commercial suppliers (EL.O.E.) is established by the specific
list.
Agents in possession of the necessary general requisites and professional qualifications, established respectively by clauses 38 and 39 of the D.lgs. 163/2006 (Code for public contracts relating to works, services and supplies) may be registered on the EL.O.E. Agents may register in one or more of the product categories indicated on the relevant list. It is not possible to register in product categories different from those listed.
Commercial suppliers intending to register on the EL.O.E. must:
- a) complete the registration form, taking care to provide all the information requested in the fields specified;
- b) send in printed format and clearly signed by the person responsible and/or the legal representative of the commercial supplier the completed survey data, accompanied by a copy of the identity card or passport of the signatory, in an envelope with the wording "Richiesta di iscrizione all'elenco operatori economici" (Request for registration on the list of commercial suppliers) clearly printed on the outside, and addressed to the Director of I.R.P.E.T. via Pietro Dazzi 1, 50141 Firenze, by registered post or hand delivered to the records office (ufficio protocollo) from Monday to Friday during the hours 9.00am to 1.00pm.
Requests for registration will be invalid unless accompanied by the printed survey data form, clearly signed by the person responsible or the legal representative of the commercial supplier, and by a copy of the identity card or passport of the signatory.
Registration in the EL.O.E. is based on the declarations and information provided in the survey form by the person responsible and/or the legal representative of the commercial supplier. Should the request for registration be inadmissible for reasons of insufficient personal or professional qualifications the commercial supplier will be informed in writing by letter or fax.
The commercial supplier registered on the EL.O.E. is obliged to periodically update the information provided at the time of registration, following the same requirements as for registration (completion of the supplier information update; the survey form , should also be provided in printed format if it is necessary to update the personal or professional qualifications of the commercial supplier).
PLEASE NOTE: registration on the EL.O.E. must be carried out following the above instructions even by those suppliers who have already previously sent IRPET expressions of interest for participating in procurement procedures.
