How much is parochial fragmentation costing us?

In Italy there are over 8000 municipalities, whose number of inhabitants varies from a few tens in the Alps’ communities to the 2.6 million in the city of Rome. Such a structure does not match anymore with the territorial socio-economic development. We present here a reorganization exercise for Tuscany and an estimate of the possible savings.
