Metropolitan cities, and how to locate them

The draft bill presented by Delrio puts forward a definition of metropolitan city that will hardly guarantee the goals that the reform should achieve. An alternative criterion is instead to redraw the municipalities’ borders, drastically reducing their number. This article deals with administrative fragmentation and how it affects the country’s competitiveness.
