The knot obstructing the Land Registry’s reform

The reform of Land Registry, which has been advocated for years, was blocked again. The major stumbling block is now the issue of revenue neutrality. How to overcome this? If the constraint were to concern the municipality level, territorial disparity would result, whereas if it involved the national level, small municipalities would be penalized.
