Metropolitan cities: where to find the resources

Metropolitan cities have just been established and are already facing many problems, the foremost of which concerns their resources. The introduction of a specific tax would be desirable, but it might in turn raise the question of having to set compensatory interventions in favour of the metropolitan area’s neighbouring municipalities.
